   DECISION ON THE APPLICATION AND REVIEW OF THE UNDERSTANDING
  ON RULES AND PROCEDURES GOVERNING THE SETTLEMENT OF DISPUTES


The Ministers,

     Agree that existing rules and procedures of the GATT 1947 in
the field of dispute settlement shall remain in effect until the
date of entry into force of the Understanding on Rules and
Procedures Governing the Settlement of Disputes under the
Multilateral Trade Organization.  It is further agreed that in
respect of disputes for which the request for consultation was
made before the date of entry into force of the said
Understanding, the relevant Councils or Committees shall remain
in operation for the purpose of dealing with those disputes.

     Agree that a full review of dispute settlement rules and
procedures under the Multilateral Trade Organization, as set out
in the said Understanding, shall be completed within four years
after its entry into force, and a decision shall be taken on the
occasion of the first meeting at Ministerial level after the
completion of the review, whether to continue, modify or
terminate such dispute settlement rules and procedures.
