- Chemical Emergency Service Capabilities & Constraints Along the U.S.-Mexico Border: The first section of the report discusses domestic legal requirements in each country. An outline is provided, following this section, that summarizes government agency roles and responsabilities with regard to chemical emergency services and the problems that have arisen under the current legal and administrative schemes. - Transshipment and Other Threats to the Enforcement of Intellectual Property Rights in Canada and Mexico: A study completed by the National Law Center for Inter-American Free Trade on the cross-border transshipment of priated intellectual property goods (including software, clothing and footwear apparel, sporting equipment, toys, music recordings, videos, DVDs, etc.), as well as other threats to the enforcement of intellectual property rights (IPR) and customs laws in the NAFTA region.The publication provides an assessment of prevailing conditions in the countries analyzed, as well as suggestions and recommendations on ways to combat transshipment, including improved enforcement of IPR and customs laws. The publication also identifies existing customs and IP laws, regulations and case law that apply and examines how those are implemented (or not) in practice, including their strengths and weaknesses, as well as the extenet of private sector involvement. The study, which was completed in May 2003 for U.S. Customs ("Homeland Security"), also provides a comparative analysis of the status of IPR enforcement at the border in the European Union. - Mexican & U.S. Labor Law and Practice: A Practical Guide for Maquilas and Other Businesses: This guide discusses the collateral side agreement to NAFTA and addresses portions of Mexico's Federal Labor Law most relevant to companies with subsidiaries in Mexico or that are considering relocating to Mexico. "Mexican & US Labor Law" addresses common employer-employee issues, such as contract negotiations, collective bargaining, hiring and firing, and how to handle them from a risk prevention standpoint. The manual explains the structure and practice of Mexico's federal and state labor courts and it contains a description of the current state of U.S. and Mexican labor laws, identifying how and when they apply to workers.
